BY JAY COMELLAThe Oakland (CA) Fire Department (OFD) convened a Board of Inquiry to investigate the line-of-duty-death of Firefighter Tracy Toomey, who died on January 10, 1999. The fire building at 3052 Broadway was a two-story, balloon-frame building of mixed occupancy, with a residential area over the commercial premises. It was not an unusual building for Oakland.
