THE BALTIMORE METRO-CHIEFS (BM-C), A COMMITtee of Baltimore City and surrounding counties, began planning for the implementation of Type IV and Type III Incident Management Teams (IMTs) in June 2003. The jurisdictions include Annapolis City, Anne Arundel County, Baltimore City, Baltimore County, Carroll County, Harford County, and Howard County. The BM-C produced a preliminary training plan for the regional departments.
