The reason for the libertarian is simply to ask why is the government implementing the policy in the first place.

The Safety Officer servers in the same role they must ask why. Why are we taking these actions in the first place? Will this structure end up in a landfill at the peril of the wrecking ball? As Anthony Avillo so eloquently states “is this operation going to conclude with a dumpster overhaul.”

A willingness to make your wife a widow and your kids fatherless for the community you serve is a noble notion. However this should not be blind dedication. History and Vincent Dunn has taught us that collapse zones matter. As a service we have paid a high cost for buildings that were almost preordained to collapse. If the safety officer just asked “Why” would the outcome be different.

Safety Officers act as an arm of command. That should not be confused with being in command. While short staffing has made our profession more dangerous by dictating that company officers become more tactically involved. Safety officers who believe they are there to give orders, contradicts the very propose of their function.

The Safety Officer must not lose perspective! One of their key roles is to ensure that collapse zones are established and maintained. Now that is the tricky part firefighters are like bugs to a flame they will creep closer and closer till they are in the danger zone. Collapse zones should not just be marked with tape they should have a firefighter or officer assigned to manage them.

Firefighters think Fire-line tape is for the public not for them. I have witnessed this with downed power lines. Someone needs to be stationed on the outside of the tape to warn of the hazard.

To head off the reader comments, not enough help is an excuse for poor leadership and failed management not a reason for failing to call more resources to the scene.

Remember that it is the month of our country’s founding. The birthday of the greatest experiment in world history. Keep our troops in your heart and on the next big decision lets hope there is a libertarian in the meeting and a safety officer on scene.
<div This took a toll on the great painter and he never returned to the scaffolding again.

Filippo Costaggini trained with Brumidi in Rome and after the Brumidi’s death was commissioned to complete his mentor’s vision. He started his work on the other half of William Penn.

While viewing the painting from the floor of the Capital the painting looks flawless, however a closer look and you will see that William Penn has two different shoes on.

Filippo had his own perspective how to complete the work and his effort did not take away anything from the original master. He was able to complete the work and the Frieze is a credit to both men.

Remember you cannot appreciate a painting by analyzing the paint. When teaching, mentoring or just working with our peers try to find the good in the work and take the time to build each other even if we may have a different right. Bobby Halton has demonstrated to all of us that principal and personal sacrifice must trump what is politically expedient. This resolve is what makes us Americans.

This month we had the honor to sit down with Connecticut State Chairman of the Republican Party Jerry Labriola. Mr. Labriola is a leader who projects a consistent set of values and is a friend to the fire service. His team is committed to efficient government and conservative values that have made this country great.

On March 5th 1770 the Boston Massacre occurred when quartered British troops fired on a mob of unarmed colonist killing five. The British troops were held and charged with murder. Finding an attorney to take up the defense of the troops was a trying endeavor. Any lawyer who stepped up knew they would be viewed as a loyalist and a trader to the cause of freedom.

One patriot stood up knowing his reputation and ability to earn a living could suffer. His wife was shunned in the market and his devotion to freedom was questioned. This attorney was a man of principle. He represented the troops despite the risks to career and family. Remember this was a time when it was common for the mob to tar and feather those who aided the crown.

His argument was not based off rhetoric, it was based on the truth that an unruly mob with clubs surrounded and instigated the out numbered troops. The attorney stated, “Facts are stubborn things; and whatever may be our wishes, our inclinations, or the dictates of our passions, they cannot alter the state of facts and evidence.” The result was just, seven soldiers were acquitted and two were charged with manslaughter avoiding the death penalty.

Firefighters have this same courage to stand out front. We will strive to do what is right even when there is a political cost. Our democracy only works when we participate in it. Our membership is made up of Libertarians, Democrats, Republicans and the disenchanted. More than anything else firefighters as a constituency are issue advocates for our service. Simply put, issues that affect our service touch the community and we will back those who back us!

When talking to Jerry I was blown away to learn that our state lobbyist did not have an established relationship with him. Relationships are key to political survival and when you reach out before issues arise you will find common ground on many of our values and principles. The fact is most of our members are conservatives and despite ones politics the fire services actions transcend partisan politics.

We talked about how we could all do a better job at reaching out and educating our political leaders. We accomplish more when we work with management and our elected leaders. However make no mistake about it we should never allow politicians or management to place our members in harms way or break their promises. Our service must hold them accountable.

Republicans do not view the fire service as the same as other labor. Even in anti Labor states like Wisconsin, Governor Walker cut firefighters and cops out of his anti collective bargaining law. When Ohio Republicans took on collective bargaining they learned the hard way that the public understands that the fire service is different. Many times we often avoid situations that make us feel uncomfortable to our own detriment. I learned this lesson the hard way once I got promoted. One night I was detailed to another fire station. Not being familiar with the crew, especially the driver made me feel uneasy. This shift was not eating dinner together so I checked out my equipment and went into my office. On our first alarm the driver was no help! I had an alone feeling as I fumbled through the map book like a fool to get the address and locate the nearest hydrant.

In the front, communication is so important. While it is the drivers primary responsibility to get the crew to the alarm safely and the officers primary responsibility to get you back alive and uninjured. The initial communication is critical to both ends. It is like trying to set a table after dinner is served. Looking at the clock with dread that night could not end soon enough for me.

Without knowing it at the time I made the mistake of not reaching out to the shift. Familiarity breaks down barriers and makes the team stronger. I am a firm believer that eating together is key to our success as a unit. If the shift is not eating take a few moments to talk to each person on the shift. Chances are that if you have a little apprehension, the shift is probably experiencing the same thing.

Two weeks later I was running for office and visited with each shift in the city. It was time to enter that same house and shift. The exchange went great. Just by sitting down and talking I realized that my apprehension was misplaced.

The next month I got the call to fill in at the same station. I was welcome with open arms. When the first alarm struck I pulled my self up and as I started for the map book I heard a phrase I am used to "Lou, I am all set the hydrant is at the corner just past the building if you want to reverse?" I smiled, verified the address in the book and we went to work. This was the same driver that I had before with a different attitude. The lesson is clear as a leader it is your job to set the example and reach out. That fire house and the one I am assigned to could not be more different. You must realize as a covering officer when dealing with different internal cultures your not going to change the culture overnight. However your attitude will effect the operations of the entire crew take the time to get to know your crew even if it is for one night. Be sure to call into our show on Feb 13th.

tag:blogger.com,1999:blog-8945502156351440239.post-43406082737742491062012-01-30T19:20:00.000Z2012-07-17T20:19:31.333ZMerit Matters!noemail@noemail.orgFrank Ricci
Politics and Tactics August 8th Radio Show

Merit and why it Matters

&

Vacant Fires, Offensive or Automatically Defensive we debate

Special Guest:

Deputy Chief (FDNY) & President of Merit Matters Paul Mannix

Where I Stand,

Eric Holder stated "when it comes to race we are a nation of cowards" That is because when someone stands up to the absurdity of race politics they are often labeled a raciest. We as a service have failed to educate our elected leaders and the public. We had our heads in the sand believing tactics and our mission was enough to carry the day. We were wrong! By not marketing our service we allowed the public and our leaders to believe that while our calling is noble it only required a weak mind and strong back.

Our job is complicated and the skills, knowledge and abilities needed go beyond fires. The Bar exam, M Cats, SATs and others all have adverse impact on them, however they do not face the same scrutiny. In our profession there are no due overs and when on an alarm there is no time to double check or look something up. We act and have to make almost perfect decisions based off imperfect information. So why the call to dumb down the fire department? The actions of the justice department are deplorable and persist despite legal presidents and the need for sound public policy.

While there was a time that this country was off course this is not the country I know. If you have never called your state or federal elected official before do not fret. It is easy and only takes a second. Place the call it will be usually answered by a staff rep. Simple state your position and say thank you. It won't be confrontational. They are always polite even if they are not aligned with your position.

This is disturbing there is not an elected official who will not tell you the social security is a broken system. What is hard to believe is that three Republicans Tom Coburn (OK), Saxby Chambliss (GA) and Mike Crapo (ID) have signed on to this. The Republicans have long favored a private way out of Social Security. Our pensions is viable option to this government provided safety net. To have firefighters and cops now prop up a failed system is insanity! We must call and be heard on this vital issue!!!!!!!!!

Contact Senator Dick Durbin - tell him not to support any proposal that mandates Social Security participation for fire fighters or that taxes employer-sponsored health care

As part of the plan to cut $4 trillion from the nation's deficit over the next 10 years is a proposal to remove the tax exemption for employer-provided health care and establish mandatory Social Security for new state employees. These recommendations, if implemented, will significantly increase the taxes IAFF members pay.

This deficit reduction plan was introduced by six U.S. senators, known as the Gang of Six: Democrats Dick Durbin (IL), Kent Conrad (ND) and Mark Warner (VA) and Republicans Tom Coburn (OK), Saxby Chambliss (GA) and Mike Crapo (ID). The recommendations are based on a plan by the Deficit Reduction Commission, co-chaired by former Senator Alan Simpson (R-WY) and Erskine Bowles, Chief of Staff to President Clinton.

This Gang of Six is focused on reforming Medicare, Medicaid and Social Security and rewriting the U.S Tax Code.

Removing the tax exemption for employer-provided health care will raise taxes on health care benefits, slapping fire fighters with thousands of dollars in additional taxes. Under current law, health care benefits provided by employers to their employees are not counted as taxable income.

Removing the exemption will also force employees to accept greater cost-sharing in the form of higher deductibles and larger copayments and coinsurance.

For example, if the value of your employer-sponsored health care is $10,000 per year and you fall in the 25 percent tax bracket, removing the exemptions will require you to pay an additional $2,500 in federal taxes and, in many places, increase state taxes as well.

Under the Gang of Six's proposal, mandatory Social Security for new state employees will require employers to pay their share of the Social Security tax - 6.2 percent of payroll - placing a financial strain on cash-strapped municipalities. Many jurisdictions cannot afford to pay Social Security taxesand make contributions to your pension plan. This proposal will doom your defined benefit pension plans.

More than 70 percent of the nation’s fire fighters do not participate in the Social Security system. Requiring Social Security coverage of all state and local government employees will completely undermine your pension plans.

Forcing fire fighters into the Social Security system will amount to reducing your take-home pay by 6.2 percent. Can you afford that loss of income?

Contact Senator Dick Durbin - tell him not to support any proposal that mandates Social Security participation for fire fighters or that taxes employer-sponsored health care.

Call, write, email or twitter Senator Durbin's office today:

Washington Office: (202)-224-2152
District Office: (217) 492-4062
Web: http://durbin.senate.gov
Twitter: @SenatorDurbin; http://twitter.com/SenatorDurbin
Facebook: www.facebook.com/SenatorDurbin

tag:blogger.com,1999:blog-8945502156351440239.post-58402672607278502992011-04-19T21:51:00.000Z2012-07-17T20:19:32.315ZFirst up Secondary Searchnoemail@noemail.orgFrank Ricci
In each post we will cover a tactical issue along with a political issue.

First up, Secondary Search:

This week in Flint Michigan a body of a women was located 12 hours after a house fire. To see the news story click on the link below. In this blog we will not throw rocks. We only point out lessons to remind us all that we can all do better.

When ever declaring a search complete make sure you do it by geographical area. We would not buy property you did not see. Example: "Truck 3 to command 1st floor secondary search complete, Truck 3 is par moving to the floor above" Each room and areas remote from the fire needs to be searched. It is best to radio that the secondary search is complete after the smoke has lifted and the area is throughly checked. This means under beds, in closets and in tubs. Any door that was chocked open should be closed to make sure there is not a closet or another room that the door covered. Remember each year a small percent of our fire deaths occurs do to irrational acts. Plaster has been a culprit in hiding victims. Don't let this happen to you!

Tactical Tip of the Day: Before you have your crew pull ceilings have them make a hasty search of the area to make sure they don't cover a body. This hasty search is independent of the primary and secondary.

http://abclocal.go.com/wjrt/story?section=news/local&id=8078522

tag:blogger.com,1999:blog-8945502156351440239.post-55620221876391571672011-04-19T21:00:00.000Z2012-07-17T20:19:32.456Z 500
