Protection of Life at Fires. At Albany, the Senate has passed the following bill for the better protection of life and property at fires: SECTION I. Within six months from the passage ot this act, the owner or owners of every building having three or more stories, and used or occupied as a hotel, boarding-house, or factory, in which twenty-five or more persons are usually assembled or employed, or public hall, shall provide the same with good and substantial me allic fire-escapes extending from the sill of some upper story widow thereof to the ground or sidewalk, which shall be accessible from each story. SEC. 2. In every case where the owner or owners of such building shall refuse, neglect or fail to comply with the provisions of section one of this act for sixty days after notice in writing personally served upon such owner or owners to comply with…
