CITY & VICINITY. NEW YORK DEPARTMENT. THE COMMISSIONERSHIP VACANCY. A delegation of Fire Underwriters, headed by Col. Wilmarth, of the Home Insurance Company, waited upon Mayor Cooper on Thursday, and requested him to nominate Major General Shaler for the position of Fire Commissioner in place of Mr. Joseph L. Perley, whose term of office expired on the following day, May 1. The Mayor said he would take the matter into consideration. A deputation of bankers and others subsequently called upon the Mayor, and through their spokesman, Mr. Dowd, the president of the Bank of North America, made a like request on behalf of Gen. Shaler. They received a similar answer. Letters recommending the General for the position have been received by the Mayor from the Hon. E. D. Morgan, George H. Andrews, William H. Appleton, John J.
