TOPICS OF THE DAY. THE appointment of Major Richard H. Poillon as fire commissioner of the city of Brooklyn is well received by the fire department and citizens of that city. The Major has had two years’ experience as deputy fire commissioner, and thoroughly understands the duties of his new position. He is a graduate of West Point, and is a strict disciplinarian. He is giving his personal attention to the improvement of the quarters, so that the men will be more comfortable. He has also recommended the placing of colored lights in the nearest lamp to street fire alarm boxes, in order that they may be the more readily seen at night.
