The New Orleans Fire Service. [FROM AN OCCASIONAL CORRESPONDENT.] NEW ORLEANS, July 16.—Ere this you will have received advices to the effect that our city council has decided in favor of a paid fire department. The existing system is really a paid department, but it involves the feature of a volunteer department, in that the Firemen’s Charitable Association is the contractor with the city for the extinguishment of fires. The Firemen’s Charitable Association is the outgrowth of the original volunteer fire department by virtue of a consolidation of all the volunteer companies into one organization, which organization. known as the Firemen’s Charitable Association, has taken the contract alluded to above, and has enjoyed its benefits for many years. The trouble has been that the chief engineer, Thomas O’Connor, who has a national reputation as an intelligent fire fighter, has not, under his surroundings and limitations, power to control and discipline…
