The Common Council and Water Department of Lowell, Mass. A REVIEW of the address of the water board to the common council of Lowell on the subject of city department use of water is in order. It appears that legislation is pending in which it is proposed to amend the ordinances permitting the departments of city government to be exempt from paying for the use of city water. At first sight it may be considered by many that the subject is not worthy of consideration, being, as it were, “all in the family.” This is just where the weak spot is, in the fact that all members of the family are not alike in disposition regarding househould economies. If the common council is determined, it would be a good thing to measure the water used by the several departments, if not already done. With such a record the water department…
