How to Organize a Department. In preparing a paper on the topic, “Give rules and regulations for the organization and management of fire departments in cities and villages having a population of 10,000 and under,” we are confronted with the fact that, inasmuch as State and municipal laws are so different and oftimes conflicting, it becomes a matter of no little difficulty to formulate a set of rules, adapted to these various conditions. In certain sections of the country the buildings, engines, trucks and general paraphernalia are owned by the several companies, the local government allowing certain sums of money to each company for their maintenance. It will be readily seen that special rules adapted to these conditions will be required for the harmonious running of such departments.
