Cleveland’s Water Rates. In response to a request of the manufacturers of Cleveland, O., relative to reducing the water rates of Cleveland, Chief Clerk Green writes the following : Responding to your request for information, I have to say that in fixing the rates to be charged for water in this city perhaps the first question necessary to be determined is the exact relation in which the water-works department should stand to the city of Cleveland in respect to its financial management. Heretofore the department seems to have had no fixed or settled financial policy. The rates have gone up and down to suit the temporary needs of the department or the personal pride or pique of those temporarily in power.
