FIRE CHIEFS IN COUNCIL. The Largest Gathering of Chiefs Euer Known—Everything is Business and Attention—Chief Hughes Not Present at the Opening. CONVENTION HALL, MILWAUKEE, August 23. By Telegraph to FIRE AND WATER. The largest number of chiefs was present yesterday at the opening of the convention of the National Association of Fire Engineers ever gathered together in the history of the organization. Many new faces are seen, showing an addition to its membership during the year. Chief Edward Hughes, president of the association, was detained in Louisville on account of the city election going on there Tuesday, the result of which affecting, more or less, his position in the department, and so the convention was opened by Chief Thomas A. Lane of Manchester, N. H. He presided throughout the day, and proved a skillful chairman.
