Novel Plan for Brockton. Our correspondent at Brockton, Mass., under the date of May 22 writes: City Engineer F. Herbert Snow has submitted a report on a plan for sewerage assessments which is recommended by the Brockton sewerage commissioners for adoption with the new sewer system now in process of construction. This report shows by discussion and illustration the inequalities of all systems of sewerage assessments now in use, and then proposes an entirely original method of assessments, based upon the consumption of water from the city water system. The full scheme proposes to raise one-half of the cost of the sewer system, including maintenence by rentals assessed upon those who use the sewers, one-fourth by first assessments on abutting land, vacant or otherwise, and one-fourth by a general tax levy.
