Philadelphia Has a Touch. (From Our Own Correspondent.) Shortly after noon on May 20, fire was discovered in the great millinery establishment ot the Julius Sichel Co., on North Eighth street. Two other establishments wire also badly scorched, and altogether $350,000 worth of damage was done. This was the first time the new water tower was put into service, and it was nearly nine minutes before the firemen had it in working order. Three lines of hose were attached to it, and the long iron arm was shot up on a level with a third story window, the big nozzle pointing towards the flames. A minute later a heavy stream shot out into the air, and in another minute hundreds of gallons of water were being poured in upon the flames. The effect was marvellous.
