FIRE AND WATER ENGINEERING CHIEF DEVINE, of Salt Lake City, Utah, seems to be receiving more than his share of criticism. Though FIRE AND WATER does not pretend to understand the case fully in all its bearings, it seems that there is an organized purpose to discredit Chief Devine in the eyes of the community and perhaps drive him from his place. How much the ex-chief is influencing those who are criticising the present chief it is impossible to say, but all appearances indicate that he is somewhat interested in the matter. This is all wrong. If a man is fit to be appointed fire chief he should certainly be allowed to. carry out his own ideas, even though they conflict seriously with old notions. So far as FIRE AND WATER can see the changes made by Chief Devine are merely introductions of modern methods and ideas into fire ’department…
