International Fire Chiefs’ Convention. ELECTION OF A PRESIDENT. THE NEXT PLACE OF MEETING DECIDED UPON. (Special Dispatch to FIRE AND WATER.) AUGUSTA, GA., Oct. 10, 1895. “Frank James Roulett, chief of the fire department, Augusta, Ga., has been elected president of the International Association of Fire Chiefs’ for the ensuing year. “Salt Lake City, Utah, has been selected as the place of meeting for 1896.” THE CONVENTION OPENED. The convention was opened in the theatre by Chief Benoit,of Montreal, Que., president of the association. Mr. Theodore 8. Itaworth, chairman of the engine committee of Augusta, then introduced Major J. C. C. Black, congressman-elect of the district, who in the unavoidable absence of Governor Atkinson, responded on the part of the State of Georgia. Mayor W. B. Young, then introduced City Attorney M. 1*. Carroll, who made the formal address, which was replied to by Chief Miles 8. Humphreys, of Pittsburg,Pa.…
