THE WATER SUPPLY OF TROY. [From a correspondent]. TROY, N. Y., November 15, 1897. The agitation for a better quality and an increased supply of water increases in this city, and there is need of immediate action. Hitherto the delay has arisen from the fact that the consent of the mayor and common council is necessary before anything can be done in the way of improvement—and that cooperation has not as yet been secured. The council and mayor together held up the plans adopted by the board of water commissioners,and now it is difficult to find out exactly whether the mayor is in favor of a gravity system or if he will suggest one that is better.
