FIRE AND WATER PROVIDENCE, R. I., is deservedly exercised over the question of refuse combustible materials,which are allowed to accumulate in some of the large buildings of the city in such a way as to be a menace to its safety, both as a means of starting a fire and of adding to one if it should break out in the building. The system of inspection on the part of the authorities seems adequate; the trouble is with the law, which apparently does not fix the responsibility for the accumulation of such inflammable stuff in the case of a building occupied by several tenants. The law should be amended so as to make the owner of the building responsible for permitting the rubbish to accumulate.
