TOPICS OF THE DAY. SENATOR PLATT, of New York, has introduced a joint resolution into the Senate at Washington, requiring the Secretary of War to contract for the improvement of Harlem Kills, N. Y., by the construction of a canal 300 feet wide and fifteen feet deep, to connect with lower Harlem river—the cost not to exceed $1,594,400. RESOLUTIONS were adopted at the National convention of steam shovel and dredge engineers recently held in Chicago,urging Congress to improve the waterways of the country and to take active measures towards the construction of the Nicaraguan canal. Further resolutions were adopted, favoring the Government construction of a deep waterway from the gulf of Mexico and the building of a channel from the Atlantic ocean to the great lakes. W. J.
