ACCORDING to Secretary Docherty, of this city’s fire department, the charter of Greater New York should be revised by the insertion of a clause giving the deputy fire commissionerthe authority to act as commissioner during the absence of the head of the department. He said that, as the law now stood there was no one with power to perform the acts of the commissioner during absence or illness. The secretary stated that such achange would be the greatest aid to the efficiency of the department.
