Tenn., “on account of the inefficiency of fire department to fight fires.” Memphis was my old home, and I know that its fire department was always considered as second to none in this country, and its waterworks were specially supplied with extra large mains and triple pumping capacity, so that its insurance rates really should be less than most cities, if anything.
