FIRE CHIEFS MEET. International Association Fire Engineers—Thirty-First Annual Convention. Special Stenographic Report to FIRE AND WATER ENGINEERING. The thirty-first annual convention of the International Association of Fire Engineers was held in the Arena, Young’s Pier, Atlantic City, N. J., on September 8, 9, and 10, 1903. At the morning session on the first day, President E. F. Croker took the chair, with all the former presidents who were present on the platform. The proceedings were opened with prayer by the Rev. Dr. C. D. Sinkinson, of Atlantic City. THE ADDRESS OF WELCOME was delivered by Mayor Franklin P Stoy, of the city, and was replied to by Captain William Brophy, of Boston, and Chief James Devine, of Salt Lake City, Utah.
