ILLINOIS FIRE COMMISSION BILL. The Civil Service bill enacted by the Illinois State legislature for the governance of the police and fire commissioners of all places over 7,000 and under 100,000 is commendable in many respects, especially when it protects the faithful and competent official from removal for political reasons. It provides for the appointment by the mayor of a board of fire commissioners to serve for three years and states that it have the management and control of all matters relating to the department, including the appointment of the officers and members in order from the rank next below that to which the appointment shall be made. Section seven provides that all applicants for positions in the department shall be subject to competitive public examination as to mental and physical ability for the position.
