AN ABSURD MEASURE. The borough of Coplay, Pa., is in need of money, and its town council proposes the enactment of many ordinances with the object of raising additional taxes. One of these absurd measures provides “that from and after the passage of this ordinance, all water companies, and corporations owning, laying, maintaining, using or permitting to lie in and upon the highways or public streets any water main or water mains, water pipe or water pipes; or owning, erecting, maintaining, using or permitting to be placed, or to stand upon the highways or public streets of the said borough of Coplay, any fireplug or fireplugs, shall pay to the said borough an annual license tax of $1 for each and every fireplug so owned, erected, maintained, used or permitted to be placed, or to stand upon such highways or public streets; and shall also pay to said borough an…
