Humphreys, chief of the fire department of Pittsburg, Pa., was born in Richmond, Va. His parents removed to Pittsburg when he was a child, and his whole life has been practically spent in the “Steel City.” In early life he was employed in its rolling mills. He was one of the chief organisers and first president of the Sons of Vulcan, the labor organisation of boilers and puddlers, which finally developed into the Amalgamated Association of Iron and Steel Workers. It was while president of this organisation that he was instrumental in having the first sliding scale adopted by the iron trade, which was the first sliding scale adopted by any class of employers and employes in the world.
