WATER RATES. COUNCIL BLUFFS, IA. The rate fixed by the city council of Council Bluffs, Ia., to be paid for water in the event of the waterworks system being municipalised, as has been determined by the city, have been based on investigations of those of twelve cities, eightytwo of which owned their own plants. The average rate in those cities was $18.09, and that fixed in the schedule proposed was between $17 and $18. A reduction of fifty-two per cent, had been made in hydrant rentals and between nine and ten per cent, in rates to private consumers. The rates lixed by the ordinance are as follows: Each hydrant to the number of 300, $45 per annum ; each hydrant in excess of 300, $35 per annum.
