Murray, inspector of combustibles in New York city, accompanies his annual report to the fire commissioner with recommendations on the subject of supervision of tunnel building. He writes: “The many serious accidents which occur in the tunnels now under construction should be looked after carefully, and the law should be amended which would give the fire commissioner the right to appoint civil engineers who would supervise all mechanical appliances within the tunnel, and should decide the dangerous features that might come to his notice from time to time.
