THE EXPERIENCE OF GALESBURG. Galesburg. Ill., has had some experience with a private company and waterworks, and, finally, had to go into the courts to get relief. The courts declared the franchise void, and the city then built its own works, which it has successfully operated for many years. The city, however, when it decided to build and issue bonds, also arranged for a sinking fund from which the bonds were to be paid off There has been paid off one instalment of these bonds, and there is accumulated in the fund a large total toward the second instalment. This method has proved so satisfactory that the city has put in its own lighting plant and is paying for it in the same way.
