NO SUCH RULE IN NEW YORK CITY. A correspondent writes as follows: “I am informed that there is a rule to the effect that no company of the New York city fire department reaching a fire is permitted to turn on water until ordered by a chief of battalion. Can you find out for me, positively, whether such a rule is in force, and will it be possible to get a copy of the special order of the chief of department making this rule? I might add that a member of the New York tire department advised me that such a rule was in force; but, on the other hand, I am informed that another member said there was no such rule. ‘The rule is so unusual that 1 should like some authority for its existence and its application in the various boroughs.
