WATER LITIGATION. PENSACOLA, FLA. The Pensacola, Fla., Water company disputes the ruling that it is liable to a demurrage charge at the rate of $5 per hour, during the period that the big standpipe on North Hill is out of service. It is claimed that the company lias provided for just such emergencies as are now being encountered by providing an immense tank on East Mill, which, it insists, is furnishing all of the pressure required by the city, and that, therefore, it is not liable for the demurrage. The mayor, however, stands by the decision, and says that, notwithstanding the fact that the company does maintain a water tank, it does not comply with the provisions of its franchise, which state that the water in the standpipe on North Hill shall not go below a certain stage, and that pressure at all times shall he maintained as called for…
