FIRE AND WATER ENGINEERING If it is always the best policy to be on the safe side, then that of filtering all the water that comes into New York city, whether from the Croton or the Catskill source, should undoubtedly be adopted. That course should be followed in any case, so as to insure the greatest good of the greatest number. But that, of course, does not mean that the oldfashioncd idea that honesty is the best policy should not be in as much force today as in the days of our forefathers. Only pure water is honest water. The question is, Cannot this type of honesty be secured by men who practise the same policy in their business dealings?
