NOTES FROM TOPEKA. Special correspondence of FIRE AND WATER ENGINEERING. The annual salaries of the officers and members of the Topeka, Kan., fire department were increased as follows on April 1: Fire marshal, from $1,650 to $1,800; assistant fire marshal, $990 to $1,080; captains, $900 to $960 each; lieutenants, $790 to $900 each; engineers of steamers, $900 to $960 each; first-class firemen, $790 to $840 each; second-class firemen remain the same as before, $660 each. The department is full paid, with forty-three thoroughly disciplined officers and men, under civil service rules and regulations; the positions of chief and of all the officers and men are made permanent during competency and good behavior, and no removals can be made for political reasons. Before entering the service, all are required to pass a thorough, practical, mental and physical examination, and must be between the ages of 21 and 33 years, not less…
