WATER AT ATLANTA. The Atlanta, Ga., Constitution says editorially: “The investigation of the conduct and management of Atlanta’s waterworks system has been concluded by the committee from, the city council appointed to make it, and the report, unanimously adopted, shows that responsibility for the conditions which gave Atlanta muddy water for two weeks is attributable solely to the fact that the city has outgrown the capacity of the plant, and that the trouble of the past few weeks would not have occurred if the city had acted upon the oft-repeated entreaties for the enlargement of the capacity of the plant. * * * The present problem is a simple one. The chief elements of its solution are the immediate laying of the new 36-in. main from the river to the reservoir, and the completion with the least possible delay of the new reservoir which has been left in half-finished state.…
