Water Litigation. An injunction has been filed in the court at Atlanta, Ga., against the board of aldermen for the purchase of a 20,000,000-gal. pumping engine from the Wisconsin Engine company of Corliss, Wis. The bill alleges that the board of aldermen had no legal right to make a binding contract on succeeding administrations, and the main point at issue is how the city can make lawful payments on the pumping engine. General Manager Park Woodward suggests that the city can rent the pump, with payments to be made at stated periods in accordance with contract and at the purchase price, and at the expiration of the time, when all rents shall have been pa id. equal to the amount of the purchase price, then the Wisconsin Engine company can present the pump to the city.
