S. Bent. Russell Resigns. At Louisville, Ky., the formal resignation of S. Bent Russell, chief engineer and superintendent of the Louisville Water company, has been tendered and accepted. In his place was selected Theodore A. Leisen, of Wilmington, Del. Mr. Russell had filled the position since last April. It has been known for some time that there was friction in the board between its president, Sebastian Zorn, and its chief engineer. Mr. Russell at first contended that his appointment w’as for one year, but in the written statement issued by Mr. Zorn it is stated that the final agreement reached concerning Mr. Russell’s resignation w’as amicable. Theodore A. Leisen, w’ho assumes the position of chief engineer and superintendent of the Louisville Water company, is a native of Philadelphia.
