City May Use Land Outside of Colorado. That Colorado Springs may own water rights and lands outside of EI Paso county is the substance of an opinion transmitted to Mayor Avery by Henry McAllister, Jr., special counsel, and in consequence of his recommendations, steps will be taken immediately to place in the name of the city deeds covering those portions of the reservoir system and water rights lying in Teller county. The question recently arose as to whether the city can hold title to property so located, and to avoid any possible loss of rights, deeds to this property were placed in trust. The special attorney says lie sees no reason why the city may not hold the land in its own name.
