Waterworks Litigation. Action has been commenced against the Louisiana Water Company, of Louisiana, Mo., to recover a penalty of $1,000. on account of its failure to report to the secretary of state, as provided by the corporation laws. The question, whether the issue of $600,000 bonds, for the purchase or construction of a waterworks, would raise the debt of Council Bluffs. Ia., above the constitutional limit, has been decided in favor of the city, Judge McPherson, of the United States court, ruling that it would not. Utica, N. Y.. is in litigation with its water supply company, the comptroller having held up some bills he considered exorbitant. He has the support of the mayor and council in the controversy.
