NEW YORK COMMISSIONERS APPOINTED The new fire commissioner of New York city is a young man with a record. He was an officer of the regular army and in that way became a friend of the past commissioner of police, General Bingham, who appointed him a deputy commissioner. After one year’s service in this capacity he resigned and was subsequently made chief officer of police, a body of 2,000 men, of the new Catskill water supply commission. In both positions he has shown considerable ability in organization and discipline and it was principally on this record that Mayor Gaynor selected him as head of the New York fire department. While the discipline of the New York fire service has been good during the administration of Commissioner Hayes, it is likely that some inequalities existed of which the new commissioner will take cognizance.
