A few more such bills and New York will have to be begging these parasitical communities for a little of the water, in the collection, impounding, transmission of which and in the protection of its purity, it has expended millions of dollars. If Mount Vernon and other communities are so anxious for a share in New York’s water supply, it is only fair that they should contribute, pro rata, according to population or quantity of water demanded, to the gross cost of the water collecting system.
