Filtration. After almost a year’s operation Service Director Cowell and waterworks officials have found the process of the Toledo, Ohio, filtration plant to be entirely satisfactory. After a number of minor structural changes have been made the Norwood Engineering Company, whicn built the plant, will be released from its $240,000 guaranty bond at the expiration of the year’s period, March 23. A formal order has been issued by the Ohio State Health Board in accordance with its recent action wherein it decided that Lima should be required to erect a filtration plant, signed by Secretary Probst, of the state board, and by Governor Harmon and Attorney-General Hogan, as prescribed by the health laws of the state. The only recourse left to the city council is to either proceed with the erection of a filtration plant at once or appeal from the decision of the state board and wait the decision…
