Flat Rates Abolished at Kirkville. Flat rales to consumers of city water in Kirkville, Mo., have been abolished by an act of the council, and the water committee, in conjunction with Counselor Doneghy, is instructed to draft an ordinance suitable to an individual meter system. Henceforth, every water user in Kirkville must have a meter and pay for such water as he actually uses. No favoritism is to be shown, and even consumer required to pay his hill monthly to the city collector. Failure to do this will result in the shutting off of water from his premises.
