Waterworks Litigation. An ordinance was passed by the City Council of Pasco, Wash., authorizing the city attorney to institute condemnation proceedings against the Pacific Light & Power Co. for the purpose of acquiring the waterworks system now owned by it in the city of Pasco. A few weeks ago E. T. Tannant, hydraulic engineer of Spokane, inspected the plant on behalf of the city and placed an approximate value on it of $15,000, and the city intends to take it over through condemnation proceedings and enlarge the plant, at the same time reducing the cost of the water to the inhabitants.
