Elgin Is Well Protected. That Elkin, Ill., has first-class fire protection and that citizens in general take pride in keeping their property free from possible conflagration is evidenced in the statistics shown in the annual report of the underwriters’ association. This annual report for the year 1910, shows that Elgin’s fire loss was approximately $1 per capita. In other words, the total tire loss for the year was less than $26,000, making an average of about $1 per citizen. These figures place Elgin in the front rank when it comes to first-class lire protection, hut Fire Chief William llaible and Commissioner Charles L. Kohn are not content to leave conditions as they now exist. They are aiming to make them even better. Commissioner Kohn has taken action which affords better tire protection for the residents of the southeast end of the city, and eventually will have the water mains extended…
