Fire Companies for Rochester Factories. Suggestions of considerable import to factory owners and heads of mercantile establishments are contained in a bulletin just issued by the chamber of commerce in Rochester, N. Y., in its fire fighting campaign, which outlines a practical plan for organizing and training private fire companies, and makes recommendations concerning fire drills. It is brought out in the circular that fire fighting was originally a private enterprise carried on solely for the benefit of those who paid for its protection to the company which furnished it, but that it was later discovered that houses thus insured were in great danger from houses not so protected, and that as a result, fire fighting became a public enterprise, carried on for the common good.
