Municipal Ownership at Birmingham. The question of municipal ownership of its water plant is agitating Birmingham and The News of that city, a strong advocate of the plan, is sending a personal representative to investigate plants of this character in the South. Some months ago the same paper made a similar investigation. Of sixteen cities included, all but Charleston. Chattanooga and Raleigh, own and operate their plants. The results tended to show that New Orleans was among tbe cheapest cities and Charleston and Chattanooga among the dearest. To the poorer classes of New Orleans, who for more than a century got their water free from tbe heavens, one of the most important items in the schedule is the minimum rate per quarter. At the time of The News investigation tbe local rate was $1.65. Six cities were lower. Mobile, Houston, Memphis and Nashville, each $1.50, .Savannah $1.25 and Raleigh $1.25.…
