Graft in the New York Fire Ranks Capts. George O’Shea, Bernard Carlock and Walter Gargin, of the New York City fire department, have been promoted to the rank of battalion chief. There have also been promoted to the rank of captain 16 lieutenants. Fifty-six new firemen, one pilot, three stokers and one assistant electrical engineer have also been appointed. These Thanksgiving promotions and the appointments of new members of the department as above form quite a long list, which would have been m_____ch longer and the largest ever published at one time, if the promotion of 27 engineers and firemen to lieutenancies had not been held up by Mayor Gaynor’s order because of a charge of graft brought against certain members of the department whose names were to have appeared as having been promoted to be lieutenants.
