Water Rates in Richmond, Ind. The bid presented by the Richmond, Ind., city water works, although better in many respects than the contract under which the city is now operated, is open to objection in regard to the minimum rates for houses of six rooms or less. A house of that description can use 12,000 gallons of water a year without any change except the meter rental—$3 annually. Any excess over 12,000 gallons is charged at the rate of 25 cents per 1,000 gallons. The president of the city’s board of works, however, points out that in a six-room house more than 12,000 gallons are seldom used, and the average minimum rate is only $3 per year. Under the new bid, however, householders using 21,600 gallons or less per year must pay the water company $5.40—the minimum charge.
