Chief Bywater Not to Be Prosecuted A Salt Lake paper says: That it will be impossible to secure a jury that would convict William H. Bywater, suspended chief of the fire department, on the charge of voluntary manslaughter for the death of Elaine Paulson, who was killed by the chief’s automobile June 4, is the opinion of country officials. It is practically certain that the complaint against the former chief will he dismissed. There is little doubt that Bywater will lie reinstated as chief of the fire department just as soon as the complaint is dismissed. When asked this afternoon if the county attorney’s office expected to dismiss the case against Chief By water, County Attorney Willey said : “This office has not yet decided when the case will be dismissed.” Three members of the city commission are ready to vote for his reinstatement at any time.
