What Jersey City Needs The Jersey City, N. J., Journal says. “What is needed in the Jersey City fire department is an investigation by a practical expert who will point out defects that can be remedied and a way to remedy them and suggest improvements that can be installed without imposing a too serious burden upon taxpayers. The trouble with some experts is that they go in for idealism and think they are doing a fine thing when they get up a sensational report that will exaggerate a city’s shortcomings and advertise them to the world. Jersey City wants none of that sort of business. It has had too much of it in the past. The perfect fire department does not exist. Even in the best of them there is always room for improvement.
