Stringent Fire Inspection Laws Urged Compulsory inspection of all property and its contents offered for insurance and investigation of the character of the applicant for an insurance policy by insurance companies is urged by New York State Fire Marshal Thomas J. Ahearn in his annual report to the Legislature. The effect of legislation of this character, the fire marshal believes, would be to render impossible over-insurance, the cause of the insurance scandal in New York city last year. Legislation providing for the standardization of fire couplings, instruction in fire prevention in schools, introduction of the high pressure system of fire-fighting in municipalities, the repeal of statutes which now divide the enforcement of fire regulations between th fire marshal and the labor department and the requirement of a certificate of fitness from all persons handling explosives for blasting purposes is also recommended by Fire Marshal Ahearn.
