Organization. The paramount issue in any organization is the personnel or body of such organization. The reason I say issue is because it very often becomes a most vital issue after organization has been perfected, then it is too late to change. A fire department is a semi-military body, it must have certain rules to govern it and these rules must be observed, it must subject itself to discipline and place those of its own members over it to enforce its rules and regulations and these officers must be men who will command respect and enforce strict obedience.
